Solution: The agriculture sector in Turkey faces structural problems in terms of access to investment, information and technology. Agricultural employment rates are in steady decline and many farmers are operating without critical agricultural information, which significantly decreases the efficiency and the product quality. They also remain isolated from alternative markets, relying on the same archaic intermediary mechanisms to sell their crops.

Goals and Objectives: The Farmers' club project was initiated in 2009 with the aim to bring information technologies accessible and affordable to the majority of farmers to the agricultural production and marketing.

Implementation: The Farmers’ Club is a partnership between TABIT/Tarimsal Pazarlama and Vodafone, which enables famers to enjoy free phone calls between farmers, receive SMS alerts with the government information on new regulations and financial support, weather forecasts and market price quotes linked to locations and types of products, which helps to reach buyers easily.

The solution also offers lower-priced handsets, discounts on farm machinery and an opportunity to advertise their products, which significantly increases efficiency, income generation and sustainability of agricultural production and marketing.


  • 1.3 million farmers provided with services;
  • 81 cities and 12,000 villages all over Turkey have been covered;
  • 25,000 farmers have improved their knowledge and skills of using the mobile technology to access information to improve productivity and marketing skills;
  • The productivity of Turkish farmers increased by an estimated €190 million in 2012/13 alone.

In particular, in the Korkuteli district, where the climate is very harsh for agriculture with cold winters that often freeze harvests and summers with high humidity, resulting in crop loss due to pests and diseases the farmers lacked the knowledge about market conditions and prices. Through informing ways to overcome the frost (using tree warming processes), providinginformation about humidity rates, how to combat pests and diseases and through connecting them to the marketing network, the farmers were able to find a good sale price for their products and increase productivity. This has also played a key role in slowing down the rapid rural to urban migration as farmers whose products have gained value have given up thoughts of moving to cities and started to benefit from the local environment.

The Farmers’ Club was awarded two silver Mercury Awards in New York in 2012, Mediacat Felis Awards of Year‘s Best Media Utilization Award in 2013 and Social Business Co-creation/Special Mention of the Jury in Zermatt Summit in 2014.

Replication: Turkey is the first country where the Vodafone’s agricultural programme was introduced. Since then, the solution was replicated in five other countries: Kenya, Ghana, India, Tanzania and New Zealand.

Budget: The monthly service subscription costs $1 and with the growing number of farmers subscribing for the services, the solution proved to be sustainable.

    Goals and objectives: The solution was initiated in 2013 within the project "The participation and involvement of women in mountain areas the local economy through the development of crafts," aimed to involve women of mountainous areas in the local economy through the development of handicrafts.

    Implementation: The project covered two districts of the Sogd region, Ayni (Shamtuch Jamoat) and Panjakent (Farob, Moghiyon, and Shing Jamoats), with a population of 39,000. The main activity was to increase the incomes of rural women through the creation of four action groups. The project conducted a series of trainings and master classes and two exchange visits.

    Two exhibitions of photos and crafts were held in Khujand and Dushanbe to engage the attention of urban residents and the surrounding environments, to promote traditional crafts in the countryside and to establish business relations between rural and urban areas. The project involved single women, widows, young women and girls. Qualified Tajik and international trainers helped more than 120 women develop their skills, improve the quality of their products and generate income.

    The final output included development of the catalogue representing textile ornaments and patterns of the Zarafshon Valley of Tajikistan, which has been a remarkable output of the NGO Zarafshon Valley Tourism Development Association (ZTDA). The rich variety of patterns and decorative motifs included in this catalogue provide hope that these precious samples, an evidence of the history and culture of Zarafshon Valley, will raise particular interest among readers and will take their place in the world`s treasury of textile ornamentation.

    Achievements: The solution greatly contributed to women's socialization, recovery and in some regions the revival of the handicraft sector.

    Replication: The solution can be of interest for countries aiming to empowerment of urban or rural women through development of local crafts.

    Solution: A fundamental problem in the border areas of Tajikistan and Kyrgyzstan is the issue of cross-border watershed and pasture use.

    Goals and objectives: This solution aimed at strengthening cooperation and prevention of conflicts related to the named issues, in the border areas of Tajikistan and Kyrgyzstan through involving young people, in particular students, in disaster risk reduction activities.

    Implementation: In 2014 – 2015, within the framework of DIPECHO’s (Department European Commission Humanitarian Commission) assistance educational program on climate change and adaptation to climate change for young people has been developed and implemented in four schools of the Bobodzhon Gafurov rayon, Jabur Rasulov rayon and Ganchi rayon of Tajikistan and in one school in Lyaylyaskiy district of Kyrgyzstan.

    Interactive methods and approaches, such as competition-quiz, role-playing under a thematic character and a drawing contest have been used to effectively deliver information to participants and spectators. A competition-quiz was conducted to assess the knowledge of students in topics of natural disasters and adaption to climate change. Role-playing let students demonstrate their leadership skills in a given spontaneous situation.

    The total number of participants in each district was 25 students. Also, students of grades 8-11, representatives of the departments of Youth Committee Department of Women`s Affairs committees, local authorities, representatives of the Staff Committee of Emergency Situations and Civil Defense areas were invited to observe the competition.

    Achievements: 125 students participated in an interactive quiz and more than 600 students were informed about the risks associated with natural disasters and climate change. During the course, more than 100 drawings with a topic “How do I see a state of emergency?” were presented and 25 students drawing were awarded with small presents.

    Replication: Southern countries can benefit from this solution for the management of cross-border issues.

    Solution: Many remote areas in Tajikistan face electricity shortages and with most rural men being out of the country as labor migrants, the livelihood of rural households becomes even harder.

    Goals and objectives: The project aims to contribute to the elimination of rural poverty and women empowerment through sustainable energy solutions. The main ideas are (i) to deploy several decentralized renewable energy solutions (ii) to provide practical knowledge transfer and capacity building on clean energy technologies (iii) to utilize innovative finance and business models for developing a sustainable market and (iv) to transfer good practices from Croatia to Tajikistan.

    Implementation: The project was initiated in January 2014 by Istanbul Regional Hub UNDP and targeted communities in several villages across all regions of the country with high energy dependence, in particular, Bobojon Gafurov and Kanibadam districts (Sughd region), Roshtkala (Gorno-Badakhshan Autonomous Oblast), Jilikul district and Safedob, Shurabad district (Khatlon region) and Guzgef village, Romit jamoat, Vahdat district.

    The solution consists of the essential components, including:

    1. Implementation of applicable and tested sustainable energy solutions,
    2. Innovative financing (microcrediting and crowdfunding) and business models (RESCOs, energy cooperatives, leasing of small distributed RES systems) and
    3. replication in other rural villages to create market conditions for green technologies in Tajikistan based on Croatian experiences. The technologies include decentralized solutions, with a focus on those that can be produced, operated and maintained locally.

    Achievements: Within a year the initiative has achieved the following:

    • 15 women acquired new skills in manufacturing and maintaining green technologies (solar thermal systems), that not only secured permanent access to warm water but have relieved them of the labor and health risks of gathering and burning biomass to heat water for their household use;
    • Highly efficient cookstoves introduced in rural households to limit use of wood (preventing deforestation) for cooking at the next stages: greenhouses with rocket stoves and small PV. As a result, the solution greatly contributed to increased comfort for the households (hot water); reduced time poverty (women spend less time on wood collection); reduced health problems (less emissions);
    • increased income (women can produce and maintain solar thermal systems; at the next stage production of vegetables and fruits in greenhouses).

    Replication: the solution is a result of good practices transferred from East to East (from Croatia to Central Asia);

    Goals and objectives: The joint innovative solution of the local government (municipality) of Dushanbe city and the Public Fund Civil Internet Policy Initiative aims to improve the quality of municipal service delivery through participation of inhabitants in reporting and mapping municipal services problems and monitoring their improvement through an online interactive platform. The platform, officially launched on 1 February 2012, is available at

    The main idea was to show elements of the electronic government that can increase public service delivery quality, improve interaction of citizens with the government authorities, help public service providers and administration of the local government receive on-time and reliable reports and data to take actions needed and further analyses.

    Implementation: In the past, to report about municipal service problems, citizens had to either search contacts of public service providers and call them or contact an authorized person of providers. Even if the person has succeeded in making a report, frequently the service provider was not able to guarantee the delivery of services or service quality. Now, within the electronic system, every resident or every person that visits Dushanbe has the four following options to report on quality of services of and/or problems with communal services through SMS; phone call; email; or online application.

    This platform covers 16 types of services, including water supply, heating, gas, electricity, and maintenance of sanitation conditions, roads and public transportation. The system allows authorities as well as everyone else to monitor the status of the delivered reports online.

    The reporting system is connected for monitoring and timely reaction to more than 24 communal service suppliers within four regional departments of the municipality. The system has been developed using an open, free tools and standards. It is based on Ushahidi, a well-known crowd-source platform, and it uses an online map of Dushanbe available at the Open Street Maps, FrontLineSMS is one more free, open application that is used for receiving and delivering SMS to the website.

    More than 6,000 citizen complaints have been sent to the platform and 4,000 of them registered as unique. The platform allows collection and analyses of problems that citizens face seasonally during the year. For instance, the system revealed that during the summertime the common problems are garbage cleaning and water supply, and for the winter, the main problem is electricity supply.

    Achievements: After two weeks of an official run, the website was demonstrated to the President of Tajikistan in an exhibition on best achievements of Dushanbe organized by the mayor`s administration. The President found the website to be the best platform to encourage partnership of local government with meeting citizens' public needs.

    Replication: The solution can be replicated to solve social development issues on the local and national levels.

    Goals and objectives: In 2008, the National Taekwondo and Kickboxing Federation of Tajikistan (NTKFT), with the support of UNIFEM (UNWOMEN) and UNFPA, initiated a network of local advocates for the prevention of violence, stigma and discrimination among world athletes in taekwondo. The main purpose of engaging such athletes is to overcome the stereotypical norms and behaviour in Tajikistan that lead to violence against women in professional and private lives through sport and communications.

    Implementation: The solution was implemented in close cooperation with the Joint Programme on VAW, UN agencies and Kyrgyz Family Planning Alliance (KFPA) and National Committee of Women Affairs of Kyrgyzstan (NCWAK) through a training “Stepping Stones” provided for local NGOs of Tajikistan: NTKFT and NGO Gender and Development. A number of initiatives to promote gender equality and empower women and girls, including awareness-raising campaigns, capacity-building, sensitization, trainings, community mobilization, advocacy and policy, athletes successfully combined their participation in the international and regional sports events by enhancing understanding and awareness of their peers and partners on the goals and objectives of the Framework for Action and the Global UN Secretary-General Campaign 2008 - 2015 "UNiTE to End Violence Against Women."


    • Men Led Network within the NTKFT (famous sportsmen) has enhanced the knowledge of its members on the work with the local communities on SRH, FP, informed fatherhood and child-care giving, prevention of Gender-Based Violence (GBV) and VAW and promotion of gender equality issues;
    • Trained young sportsmen by pro-actively using “male-male” and ”peer-to-peer” education techniques in passing on knowledge of gender equality issues, SRH and HIV prevention, as well promotion of non-discriminatory practices among adolescents in daily situations and through public actions and campaigns;
    • Gender equality and non-discriminatory practices were strongly promoted in the Society of Youth through public speeches and contacts of the sportsmen with the mass media during the World Championship on Taekwondo held in August 2014 in Tajikistan.

    Notably, since 2012, the chairman of the Federation, Mirsaid Yahyaev, is SG’s Goodwill Ambassador in UNiTE against VAW campaign.

    Replication: The Orange Day Campaign promoted by NTKFT in 2012 became of interest to the Taekwondo Federation of Africa (TFA), which unites six African countries. TFA joined the Orange Day campaign promoted by NTKFT in several international sports events and used the positive experience of NTKTF.

    Budget: Total $120,000 within 2008-2015, with $18,000 spent in the first year and $6,000 in 2015.

    Goals and objectives: The Child Protection Index is a tool that measures government efforts to protect children using benchmarks established by the United Nations Convention on the Rights of the Child and reviewing these benchmarks under five dimensions of government action: the creation of laws, the availability of services, the capacity to protect and care for children, accountability mechanisms to verify government’s good actions and coordination protocols that link various government actors and services together.

    Implementation: The CPI is a joint initiative of World Vision and ChildPact and was first piloted in Romania at the end of 2014. The index offers a platform to build capacity of partners and allies to analyze policy and hold government accountable to their commitments. The index unifies various sectors and actors (government, civil society and academia) under shared principles so that the system is “understood” together and increases collaboration for advocacy and grants once gaps are understood.


    1. Verified the gaps in the national child protection systems: the CPI provided an overview of the existing legislative and policy implementation frameworks, identifying the existing gaps between child protection policies and their degree of implementation at national level, according to the standards of the UNCRC. Thus, the results of the CPI have clearly shown where governments comply with the international child protection standards and where they are failing to do so. For instance, in Albania, a new law on child protection is currently under construction – the results of the CPI were part of the reform basis.
    2. It provided concrete evidence of what are the priorities and the needs in the child protection systems to be set and undertaken by governments in order to reform the social care systems in compliance with international standards (such as the UNCRC). The Index has emphasized the direction and the next steps in the child protection reforms in the countries of implementation.
    3. Has created cross-national comparisons for advocacy and funding purposes, in the field of child protection. The collected data and the results of the CPI have offered a comparison between systems, countries and priorities so that there can be an evidence-based understanding of government efforts, achievements and the impact of those achievements. This builds a regional approach to capacity building that minimizes the “north/south capacity building paradigm” and rather seeks out similarly situated countries for exchanges and technical assistance.
    4. The launch of the CPI results in each country constituted a favorable momentum to talk about child protection in the media and to the wider public, raising awareness on the most stringent reform needs that must be achieved in the child welfare system.

    Replication: Following that successful implementation in Romania, the CPI was implemented in the rest of the eight above-mentioned countries throughout 2015 and 2016.

    Budget: Depending on NGO consultancy costs at national level, the production of the Index can cost between €15,000-€20,000 plus additional advocacy costs.

    Goals and objectives: Although the obligation to submit assets and interests disclosures has existed since 1996, only with the establishment of the National Integrity Agency`s (ANI*) legal and institutional framework, in 2007, the anti-corruption area took a new course, which soon led to a paradigm shift and a comprehensive concept of integrity in Romania.

    In Romania there are approximately 300,000 persons obliged to submit assets and interests disclosures. ANI ensures the procedures of collecting, collating, processing, assessing and publishing the disclosures on the portal of assets and interests disclosures.

    Implementation: Launched in 2010, the Public Portal of assets and interests disclosures is one of the most important tool of ANI. All of the submitted assets and interests disclosures, from 2008 to present, are found on the Portal.

    One of the most important advantages of the Portal is that every private or legal person, including NGOs and journalists, is able to verify the patrimonial goods and the interests of the persons which has the obligation to submit assets and interests disclosures, including candidates at elections.

    For the local elections and the parliamentary elections from 2012, as well as for the 2016 local elections, ANI made available on its web page separate sections of the Portal with the disclosures submitted within the electoral processes.

    For the local elections in June 2016, ANI's website created a section, 'local elections 2016,' which collated all relevant information on the obligations the candidates have in local elections / legal references/assets and interests disclosures / guides etc. The section has been available since mid April, and after the first three weeks, around 520,000 disclosures of the candidates to the local elections have been processed and published.


    • More than 1,690,000 unique visitors and 7,4 million web displays.
    • Between 2008 and 2013, ANI received approximately 5,115 notifications.
    • Between April-July 2016, the Portal was accessed by an average of 45,000 visitors/month.
    • In August 2016, the number of assets and interests disclosures uploaded on the Portal was about 6,606,149 documents.
    • Having also available an English version, the Portal was accessed by more than 35,000 visitors from Germany, Italy, France, United Kingdom, Unites States, Netherlands, etc.

    Replication: The Public Portal of assets and interests disclosures is an important tool for transparency, which can be of use in any other country interested in developing their anti-corruption and integrity system.

    Budget: The implementation of the Portal was part of a larger project regarding the development of an informatic system of integrated management of the asset and interest disclosure, a tool used by the integrity inspectors. The total amount of the project was around €4 million and it was financed from ANI’s budget.

    Goals and objectives: Conservation agriculture (CA) is a concept for resource-saving agricultural production that strives to achieve acceptable profits and high, sustained production levels while conserving the environment.

    Implementation: It is based on enhancing natural biological processes above and in the ground. Interventions such as mechanical soil tillage are reduced to an absolute minimum, and external inputs such as agrochemicals and nutrients of mineral or organic origin are applied optimally to not disrupt the biological processes in agroecosystems.

    Sustainable agricultural practices have been tested on land in the Republic of Moldova and proven to be a solution that reduces hazards on agriculture and are feasible in various climate, relief and soil conditions. In particular, conservation of soil tillage is a relatively newsystem that provides a solution to farmers to preserve soil moisture, reduce soil loss from water and wind erosion, reduce production costs, provide food and cover for wildlife and soil organisms and finally yields are rather stable under the climate stress.

    The IFAD support has led to adoption of conservation and organic agriculture by farmers in part or all of their production, obtaining significant improvements in soil protection/fertility, soil water conservation and higher yields. IFAD investments have supported the diversification of crops, reducing farmers’ dependence on monocultures that are more sensitive to climate change.

    The solution has made a significant contribution to the following sectors:

    • Job creation: In line with the government’s priorities to reduce rural poverty through agriculture and rural development, IFAD provides support to improve the quality of agricultural production and processing to help raise rural people’s incomes and generate employment opportunities.
    • Income-generation: Since 2000, five development programmes and projects in Moldova, with a total contribution of $68.9 million for an overall cost of $116.3 million and benefiting around 70,000 poor rural people has been supported.
    • Education: Over 600 farmers received practical training in 2013 on four demo plots that triggered an increase in the area under CA from 40.000 hectares to 70.000 hectares
    • Networks: Promotion of the technology as a main project goal is implemented through seminars, field days, publications, study tours and TV spots.
    • Environment: Currently Conservation Agriculture (CA) and Organic Agriculture (OA) are supported by the Government of Moldova.

    Achievements: As a result of IFAD interventions and promotion during 2012-2013 and due to the results provided by this solution, 26 new farmers have converted their production systems to CA. In response to the demand, IFAD in partnership with GEF and DANIDA has designed a new programme to be implemented in 2014-2019 to deploy CA solutions at a much large scale.

    Replication: The Moldovan experience can be a case for sharing as an alternative system in agricultural countries for climate change adaptation.

    Solution: With support of the UN Women Programme on Economic Empowerment, funded by the Government of Sweden, an innovative model for coordinated and gender-sensitive service provision was introduced In Moldova on the local level, based on “one-stop-shop” or “one window” approach.

    Goals and objectives: To improve access to quality information and services by rural women and vulnerable groups by bringing different service providers from public, private and civil society sectors to one place in one time, the Joint Information and Services Bureaus (JISB), under the leadership of the local administration, were established in six districts of Moldova.

    Implementation: JISB have been operating since 2010, providing information and services in agriculture and rural extension, cadaster, employment, business development and social protection. JISB sittings take place once a week, providing opportunity for the local population to benefit from its services. Establishment of JISB was unique and cost-effective for Moldova’s local public administration, as it did not entail the creation of a new structure or recruitment of additional staff.

    JISB are located in the building of the District Council and/or District Administration premises at an easily accessible and visible place. Besides weekly meetings, JISB regularly carry out mobile visits to villages with mayors and district administrations to ensure provision of services for all and particularly for women in rural communities. Mobile teams proved to be beneficial for women and rural populations of different disadvantaged groups unable to travel to the raion centre.

    Achievements: By 30 September 2013, JISB provided support and advice to more than 13,000 people, during more than 500 sittings at the district level and mobile teams visits, out of which 60 percent were women and 84 percent from the rural area. According to the analysis and conclusions made by district administration and JISB service providers, JISB created and offered several opportunities in rural areas.

    JISB were also identified as efficient means for dissemination of e-services at the local level. It is noteworthy that the E-Government Center plans to support JISB in digitizing of public services.

    Replication: The experiences and concept of JISB was kindly shared with the colleagues from the Government of Tajikistan when the official Delegation from that country visited Moldova for familiarization. The Delegation noted that JISBs represent an important platform for transparent and accessible provision of services to people and the “Satisfaction of beneficiaries is the most important feedback of the JISB activity at local level”. The acquired knowledge in Moldova will be used to initiate introduction of “one window” approach for service provision in Ghonchi pilot district in Tajikistan focused mainly on social services.

    Budget: Maintenance and functioning of JISB is fully covered by local sources, including district council. At the initial implementation stage, the UN Women WEE Programme supported districts with initial basic installation works that cost about $2,500 per district.

    Goals and objectives: Gap Youth Index represents the ratio between the rate of youth and adult calculated for the different areas (unemployment, participation, health, risky behavior and violence) to identify and assess gaps and disparities at the policy level. By having displayed a coherent picture of youth vulnerabilities, the Youth Index may serve as a tool to develop a strategic plan that defines the midterm youth priorities.

    Implementation: The solution was launched by the National Youth Council of Moldova with support of UNFPA and has been implemented in Moldova since August 2015. The resource group representing experts and practitioners from youth relevant sectors developed a report that

    1. appraised the mechanisms applied by the ministries in their endeavours to cover youth rights, interests and difficulties with their policy documents, as well as ways of getting youth involved in the advisory process along with the extent to which their objectives and activities are targeting the youth and
    2. proposed a set of measures aimed at improving youth status.

    Achievements: The Youth Index has identified priority areas and raised awareness of central public authorities about youth needs. The Ministry of Youth and Sport has adopted a new approach for evaluation methodology of National Strategy of Development of Youth Sector.

    The data collection system of National Statistical Bureau was adapted for youth age limit and offers a possibility to see disaggregated indicators. Given the content and purpose of the Youth Index, it can be used by various stakeholders:

    • By policymakers: The Youth Index stresses both the areas where the youth situation is satisfactory and those who are vulnerable, having focused the authorities’ attention on those that require state intervention through integrated policy. To this end, the state authorities may tailor the regulations so that the latter meet youth needs.
    • By investors and funding institutions: Having defined the gap boundaries by areas, the Youth Index could be seen as a useful source of information on possible strategic development directions and potential involvement. Given the shortage of means, the funding institutions could deploy their resources to develop programs and projects intended for vulnerable groups, thus, having produced a great impact on improving the youth living conditions.
    • By the civil society: Having a comprehensive vision towards the youth situation underpinned by statistical data, civil society stakeholders could easily identify those areas requiring involvement, including the development of project proposals.

    Replication: The solution was replicated in Georgia and Ukraine.

    Solution: The former Yugoslav Republic of Macedonia as a country with EU candidate status is using EU pre-accession funds. The Instrument for Pre-accession Assistance for Rural Development (IPARD) is one of them. The funds are aimed at precisely defined measures in the IPARD programme, including investment in agricultural holdings to restructure and to upgrade to community standards; investments in the processing and marketing of agriculture products to restructure those activities and to upgrade them to community standards; and diversification and development of activities.

    Goals and objectives: The Center for Promotion of Sustainable Agricultural Practices and Rural Development - CeProSARD has prepared an IPARD online information toolkit with information for all potential applicants interested in using these funds.

    Implementation: The toolkit includes all relevant information necessary for the application process, including:

    • Application documents;
    • Available bank loans;
    • Contact information of companies-suppliers/producers of equipment and consultants eligible for IPARD funding;
    • Contact information of relevant consultants for supporting the application process;
    • Relevant documents, laws, rulebooks.

    Achievements: IPARD toolkit is developed free of charge and easy to access. Right now, it has 70 registered local enterprises (consultant and suppliers/producers of equipment). It is regularly visited by farmers with a basic knowledge of IT and computer skills, by National Extension Agency Advisors and by private consultants helping farmers on issues related to IPARD.

    Replication: The solution can be replication in the countries in pre-accession to EU.

    Budget: The development of the tool was primarily supported from the Sida/MASSP2 programme with a €12,500 grant completed in December 2010. CeProSARD has since continued to update IPARD by providing human and financial resources for maintenance of the software.
